The African leader who profited from allowing thousands of Africans to be sold to the British and the British leader who profited from buying them must be up there.

Top 10 despots
1. Chairman Mao - 55 to 70 Million deaths 2. Genghis Khan - 40+ million 3. Joe Stalin - 40+ million 4. Adolf H - 19+ million 5. King Leopold II - 10+ million 6. Pol Pot - 1.5 million 7. Saddam Hussein - 250k to 500k 8. Idi Amin - 300k to 500k 9. Vlad the Impaler - 80000k 10. Ivan the Terrible - 60000k

Pol Pot was as evil a genocidal dictator as his more infamous confreres. In terms of % of population killed he will not be surpassed.
The Ottoman Empire was also pretty murderous but that was more evil by committee than reliant on an individual.

Stalin & Churchill in a tree K I S S I N G
|
If you take even a cursory glance at the devastating decline of the West since WW2 you might begin to realise that only Stalin's dream has now been realised, without Churchill's tacit support none of this would've been possible, that other dude, tried to stop all this.
